Gov. Jerry Brown delivered his State of the State address on Thursday. By most measures, California's doing well. Unemployment is down and the state coffers are in good shape. We finally have rain and snow -- meaning there may be more water to work with this year. One might think the governor's speech would have something of a victorious tone.
