A busy boulevard separates the San Diego neighborhoods of Kensington and Teralta. But it isn't the only thing that divides them. They are worlds apart when it comes to income, race, age and voter turnout. And yet the voters in these divergent neighboring communities will help pick a president this year and decide who will be their next City Council member.
