The state's teacher tenure system is back in court in a case that could influence public school job protections across the nation. Two years ago, a California superior court judge sent shockwaves through the nation when he ruled that low-income and minority public school kids have been denied a quality education because it's too hard to dismiss bad teachers. That ruling -- in Vergara v. California -- goes before a three-judge panel in Los Angeles Thursday, which has 90 days to uphold or reverse the initial ruling.
