A couple of years ago, California voters passed Proposition 47. It reduced penalties for drug offenses and other low-level felonies, and promised hundreds of millions of dollars in savings a year. Those savings were to be used for drug treatment and other rehabilitation programs. But two years later, some advocates wonder what happened to those savings. That will be the topic of a hearing today in Sacramento.
