California's workers' compensation program covers 15 million workers across the state. And for decades, there's been an effort to reform the system so it's less vulnerable to fraud. But a recent investigative report by Christina Jewett with "Reveal," a public radio program produced by The Center for Investigative Reporting and PRX, suggests that the state has a long way to go. The California Report's Queena Kim sat down with Jewett and delved into how and why the fraud continues.
