As part of our California Counts election coverage, we've been telling you about the San Diego neighborhood with the lowest voter turnout: City Heights. It's a home to many refugees. Some are recently resettled, others have been there for years. Some refugees are bucking the trend of the neighborhood by pushing for 100 percent voter turnout among those eligible in their communities.
