Gov. Jerry Brown and Democratic legislative leaders have reached an agreement on a state budget with a $122 billion general fund. The budget deal would put an additional $2 billion into the state's rainy day fund. It also provides a rate increase for child care workers and funds about 9,000 additional preschool slots to be phased-in over four years. Additionally the deal repeals a decades-old welfare rule that limited aide for children.
