Panel Finds SFPD 'Code of Silence,' Outsized Influence of Police Union
A blue ribbon panel report looking into biases in policing in the San Francisco Police Department is out. It was prompted, in part, by a scandal that revealed police officers were exchanging racist text messages. The three judges who made up the panel took a harsh view of the police union, saying it obstructed the investigation. One judge said the union "set an ugly tone" in the department.
