Gov. Jerry Brown is famously frugal. He made waves 40 years ago for sleeping on a mattress and driving a beat-up car during his first tour as governor. But he doesn't just skimp in his personal life. That's despite the fact that voters approved two ballot measures last November to increase funding for health and education.
