Dollars for Elderly Most at Risk in Proposed Medi-Cal Cap

Among the biggest changes in the GOP plan to ?repeal and replace? Obamacare is the revamping of Medicaid, the federal-state safety-net program for low-income people, called Medi-Cal here in the California. Under the Republican proposal, the feds will no longer give states matching funds. Instead, there will be limits on how much can be spent per person.
