A Republican state legislator is joining forces with the American Civil Liberties Union on a bill to make it easier for low-income drivers to pay off their parking tickets. Southern California Assemblyman Tom Lackey said a $68 citation can quickly balloon to more than $500 with late fees and other penalties.
