President Trump has been talking a lot about privatization as the key to solving the country's infrastructure problems. He's proposed privatizing pipes, roads, bridges and more. In California, a number of communities have already privatized their drinking water systems. And for some small towns, that hasn't turned out so well for residents. We visit one of those towns, Lucerne, in Lake County.
