Earlier this week, Gov. Gavin Newsom unveiled his new plan to balance California’s $12 billion budget deficit — with cuts that are raising controversy.

The governor suggested taking the scalpel to Medi-Cal, California’s version of Medicaid, by charging premiums and capping enrollment to low-income immigrants without legal status.
