In Orange County, a controversial judge has been removed from a lawsuit for his handling of the homeless. U.S. District Judge David Carter has been pushing cities there to provide more homeless shelters after many of them passed ordinances making it illegal to camp out. Several cities in Southern California requested his removal, alleging that he brought bias to the job.
