Saying “it is important to recognize we are talking about human beings,” the judge who ordered the government to stop separating children at the border may expand the number of children covered by a class-action lawsuit.

In January, the inspector general for the U.S. Department of Health and Human Services revealed that thousands more children than initially reported may have been separated from their families.

It appears that the government’s main defense is that it would be too difficult and costly to identify and reunite additional children with their parents.
