A five-month KQED investigation into missteps made during last fall’s North Bay wildfires found widespread failures in the state and local emergency response systems. In some cases, alerts telling residents to evacuate didn’t go out until it was too late, while electrical fires and downed power lines added to the challenges of fighting the fires.
