Oil Spill Recalls Santa Barbara's Troubled History With Oil Industry
Gov. Jerry Brown declared a state of emergency for Santa Barbara County on Wednesday in response to a broken pipeline which could have spilled up to 105,000 gallons of crude oil into the Pacific Ocean. The oil slick has spread over a nine-mile area near Refugio State park up the coast from Santa Barbara, where it's threatening wildlife.

Covered California Considers Capping Patients' Drug Costs
The board of Covered California -- the agency that implements the Affordable Care Act in the state -- will vote Thursday on a proposal that would cap the monthly out-of-pocket costs for specialty drugs.
