Rain Shortage Brings Sooty Air, Health Problems

That has consequences for air quality, because rain helps clear the air of pollution. Contra Costa County Tackles Prison Reform With 'Split Sentencing'
California's massive prison reform known as realignment is forcing counties to get creative in handling an influx of prisoners. Contra Costa County is an early adopter of something called "split sentencing," where low-level criminals are assigned to do part of their time in county jail and the rest under supervised probation.
