The city of Stockton made national headlines in 2012 when it filed for bankruptcy protection. In November, the city made headlines again when it elected Michael Tubbs as its first African-American mayor. At 26, he’s also the youngest mayor of a large city in the U.S. But his hometown is struggling, with one of the highest crime rates and unemployment rates in the state.
