Part one of “Cannabis at a Crossroads” looks at a new program launched in Humboldt County, 300 miles north of San Francisco, where people from around the world have been rushing to grow marijuana. The county’s new cannabis cultivation rules allow growers to apply for a permit to grow their crop and help keep it out of the black market. But it’s uncharted territory for the county, law enforcement and thousands of marijuana farmers in Humboldt.
