There are a lot of places in California where it's against the law to let a house fall into disrepair. Even so, abandoned houses dot hundreds of neighborhoods. Indio, in the Coachella Valley, passed a law last year that lets it charge banks with a criminal misdemeanor if they let properties go to seed.
