In a survey this week, the Brookings Institution ranked three Central Valley cities -- Fresno, Modesto and Stockton -- among the weakest metropolitan economies in the nation, with some of the highest rates of unemployment and home foreclosure. Some members of Congress want the Obama administration to declare the region an economic disaster area.
