State Prepares to Issue IOUs Instead of Checks
Lawmakers continued debating the fiscal year budget in Sacramento yesterday, but now there's a more immediate problem. State Controller John Chiang has announced he'll start sending out IOUs instead of checks next week, for state obligations including student grants, tax refunds and payments to the disabled.
