As Congress works on bills to expand health coverage to more Americans, some analysts are urging lawmakers to look west and learn from San Francisco's experience with health care reform. That may be a tough pill to swallow for Republicans, who see the city as a laboratory of wacky ideas. But three years ago, the city began offering health care access to all residents who aren't covered at work or through Medicaid. Researchers are just now getting some of the early results.
