Two years ago, the folks at Rhino Records released a CD set focusing on music from the San Francisco Bay Area in the late 1960s. Now they're putting the spotlight on the Los Angeles scene of that same era. Pop music critic Steve Hochman says the lavish four-disc package is as sprawling, scattered and electrifying as the region itself.
