The election of Lieutenant Governor John Garamendi to Congress yesterday leaves an opening in the number two spot. That gives Governor Arnold Schwarzenegger a rare appointment to a vacant statewide office. A typical governor would simply pick someone from his own political party. But this governor isn't exactly typical.
