Almost anywhere in the world, if you ask people who's leading the way in the fight against climate change, they'll point to California. Tuesday, Governor Schwarzenegger will try to leverage that reputation when he speaks to the UN climate change conference in Copenhagen. But here at home, the applause for the California Global Warming Solutions Act isn't exactly unanimous.
