Where Do We Draw the Lines?

Californians from all walks of life can now apply for the chance to draw the state's political maps after next year's census. The citizens redistricting commission was created by the passage of Proposition 11 in 2008, but there's no precedent for the process of picking commissioners -- a fact that creates possibilities both good and bad.
