On Friday, Governor Arnold Schwarzenegger unveiled his latest budget proposal. He's declaring a fiscal emergency for the state and calls the legislature into special session. Like last year, this budget proposal is complicated and the problems are big. Sacramento Bureau Chief John Myers joins us to run down some of the basics.
