Last summer, a riot at the California Institution for Men in Chino left more than 200 prisoners injured and destroyed nearly one-quarter of inmate housing. Many current and former inmates say as a result, they were forced to live outdoors 24 hours a day in small recreation cages for several days. (First of two parts; the second part airs tomorrow.)
