Some inmates at the California Institution for Men in Chino have alleged they were forced to live outside for several days after a riot last August. The prison's warden said it was because the inmates had destroyed one-fourth of their own housing in the rioting. But an investigation by KPCC Radio found evidence to suggest outdoor confinement was happening before the riots as well.
