California has some of the toughest air quality rules in the nation when it comes to heavy duty construction equipment. Today was supposed to be the deadline for large fleet owners to upgrade their bulldozers and backhoes. But air quality regulators have decided to give the construction industry a break, citing a downturn in the economy.
