A History of Reform in California
All this year, we're undertaking a special project to examine the reasons for -- and ways to end -- the dysfunction in state and local government. Our project is called "Governing California: A State of Disarray." And the disarray is everywhere, from a broken budget process, to a lack of public services, to partisan gridlock. Today, Sacramento Bureau Chief John Myers takes a look back at past efforts at reform.
Some of them failed from the start, while others failed to account for the changes they would bring about.
