Part of the legislative package the president signed today reforms the way that student loans are made, moving them from private lenders to the Department of Education. Much of the savings will be channeled into the Pell Grant program for delivery to low-income students, schools that focus on serving minorities and community colleges. But getting community college students in California to apply for Pell Grants has been a tough sell.
