California nursing homes got an $880 million boost in 2004, with the passage of a state law designed to help them hire more caregivers and pay them better. But a new report from California Watch, a project of the Center for Investigative Reporting, finds many nursing homes have cut staff costs in recent years -- even as their profits rose.
