New Report on Last Year's Prison Riot
The state Office of the Inspector General says a lack of proper housing for dangerous inmates played a role in a race-related riot in Chino last summer. According to the report the violence was triggered by tensions between rival black and Latino gangs, but it spread quickly because of insufficient security and severe overcrowding.
