We continue our series on the May 19 special election with a split hour looking at Prop. 1B and Prop. 1C. In the first half hour, we analyze the details on Prop. 1B’s proposal to mandate payments that equal $9.3 billion to California schools over the next few years. In the second half hour, we discuss Prop. 1C. It asks voters to decide whether to increase California Lottery ticket sales, and allow the state to borrow from future California Lottery profits.
