Proposition 2 is a constitutional amendment which would enhance California’s rainy day budget fund which proponents say would help address revenue fluctuations during economic boom and bust years. But opponents argue that the measure would take much-needed funds away from school districts. We’ll discuss the Rainy Day Budget Stabilization Fund Act.
