The proposed budget released yesterday by the White House is President Obama’s opening proffer in what is sure to be weeks of tough negotiations in Washington. Republicans say it doesn’t cut enough, and Democrats say it cuts too much. If the only criteria of a good compromise is that everyone’s unhappy, then this budget might be just the ticket.
