More than a quarter of Oakland public school students were enrolled in charter schools last year and that has become a central issue for Oakland teachers who have been on strike since last week. The teachers union blames charter schools for taking money away from district schools. Oakland teachers are hitting the picket lines Tuesday for the 4th day of their strike. On Monday, State Superintendent of Public Instruction Tony Thurmond intervened in negotiations to help the two sides reach common ground. Forum will get an update on negotiations and examine how California funds its schools.
