Retired Air Force Gen. James Clapper, nominee for director of national intelligence, told a Senate panel that he will push for more authority over the nation’s 16 intelligence agencies. Since Sept. 11, the number of national intelligence gathering organizations and subcontractors has grown, critics say, without adequate coordination and collaboration between agencies.
