"content": "\u003cp>San Francisco officials unveiled an ambitious spending plan for a proposed $500 million affordable housing bond they hope to put on the ballot in November.\u003c/p>\n\u003cp>[aside label=\"related\" tag=\"affordable-housing\"]\u003c/p>\n\u003cp>Close to half of the funding — $210 million — would jump-start construction of new low-income housing, with much of the remaining amount geared toward building more affordable units for seniors and restoring the city’s stock of dilapidated public housing facilities.\u003c/p>\n\u003cp>In all, the bond could fund the construction of 2,000 units of affordable housing in the city over the next four years, according to Mayor London Breed and Norman Yee, president of the San Francisco Board of Supervisors, who formally introduced the proposal to the board on Tuesday.\u003c/p>\n\u003cp>Co-sponsored by Supervisors Vallie Brown, Ahsha Safaí, Catherine Stefani and Shamann Walton, the proposal still needs the support of at least three additional board members to qualify for the November 2019 ballot. It would then require a two-thirds majority of voters.\u003c/p>\n\u003cp>“We're not doing business as usual in this city,” said Breed, who announced the proposal at the Willie B. Kennedy Apartments, an affordable senior housing development. “We're changing how we do affordable housing in San Francisco.”\u003c/p>\n\u003cp>Breed, who grew up in public housing just blocks from City Hall, emphasized that the funds would be used to support a range of affordable housing options, benefiting both low- and middle-income residents.\u003c/p>\n\u003cp>“As someone who unfortunately had to live in some of the most terrible conditions for over 20 years of my life, I will always make sure that the residents of public housing are prioritized,” she said, adding, “We [also] can't forget our middle-income residents.”\u003c/p>\n\u003cp>Breed and Yee co-chaired a working group of community leaders, housing activists and developers to determine how the bond would be spent. "content": "\u003cp>Protesting pay cuts, a small group of Lyft drivers and their supporters demonstrated on Monday in front of the Omni Hotel in downtown San Francisco, where executives of the ride-hailing company were reportedly courting investors in the run-up to their initial public offering.\u003c/p>\n\u003cp>\"San Francisco's about to get a bunch more millionaires, while the drivers who are out there making these executives rich are getting their wages cut,\" said Rebecca Stack-Martinez, a Lyft and Uber driver and organizer with \u003ca href=\"https://www.gigworkersrising.org/\">Gig Workers Rising\u003c/a>.\u003c/p>\n\u003cp>Drivers of both Lyft and Uber, which are soon expected to become publicly traded companies, say their compensation has steadily declined as both ride-hailing giants take an increasingly large chunk of profits form each ride. The group is pressuring ride-hailing companies to increase driver pay while capping their commission at 10 percent. The group also wants to organize drivers without fear of retaliation and negotiate on their behalf.\u003c/p>\n\u003cp>Drivers for both companies are considered independent contractors, which makes them effectively self-employed. As such, they're ineligible for workers compensation and not subject to minimum wage requirements. They're also not part of any formal labor union.\u003c/p>\n\u003cp>Lyft, which has tried to paint itself as a more worker-friendly alternative to Uber, said that its drivers get the benefit of complete flexibility.\u003c/p>\n\u003cp>\"The vast majority of drivers use Lyft as a temporary source of extra money,\" Lyft said in a statement. \"In fact, 91 percent drive fewer than 20 hours a week and many use Lyft as a supplemental option in addition to full-time work. The group is pressuring ride-hailing companies to increase driver pay while capping their commission at 10 percent. The group also wants to organize drivers without fear of retaliation and negotiate on their behalf.\u003c/p>\n\u003cp>Drivers for both companies are considered independent contractors, which makes them effectively self-employed. As such, they're ineligible for workers compensation and not subject to minimum wage requirements. They're also not part of any formal labor union.\u003c/p>\n\u003cp>Lyft, which has tried to paint itself as a more worker-friendly alternative to Uber, said that its drivers get the benefit of complete flexibility.\u003c/p>\n\u003cp>\"The vast majority of drivers use Lyft as a temporary source of extra money,\" Lyft said in a statement. \"In fact, 91 percent drive fewer than 20 hours a week and many use Lyft as a supplemental option in addition to full-time work.
