Relief at Last In early April, after more than five years of the most withering drought on record, California Governor Jerry Brown finally lifted the emergency drought order he issued in January of 2014. By that time, the record-setting winter of 2016-17 had removed all doubt that the drought was over, though concerns over depleted groundwater levels still remain.  According to the U.S. Drought Monitor, less than 10 percent of California remains in “moderate drought” — compared to nearly 100 percent of the state a year ago.
