"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. Photo: Kevork Djansezian/Getty Images\u003c/figcaption>\u003c/figure>\n\u003cp>Healthy national employment gains are a good sign for California says Robert Kleinhenz, the chief economist of the \u003ca href=\"http://www.laedc.org/\">Los Angeles County Economic Development Corporation’s\u003c/a> Kyser Center for Economic Research.\u003c/p>\n\u003cp>But Kleinhenz cautions it could still take two to four years to see the unemployment rate at a normal level. The national jobless rate dropped to 8.3 percent from 8.5 percent in December. California’s December Unemployment rate was 11.1 percent. But Kleinhenz says that’s not surprising.\u003c/p>\n\u003cp>\"Our unemployment rate through thick and thin is generally higher than for the nation as a whole,\" he says. \"But we have seen the unemployment rate for the state come down, and it’s probably going to come down at a rate similar to what we see for the nation.\"\u003c/p>\n\u003cp>Kleinhenz says pockets of the state have fared better than others.\u003c/p>\n\u003cp>\"The Bay Area has actually led the state due in part to the tech-based activity here,\" Kleinhenz says.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>The nation added an average of 200,000 jobs per month over the last three months. And Kleinhenz says the state’s job gains are on par with national job gains.\u003c/p>\n\u003cp>And they’re apparently good jobs according to Stephen Levy, Director of the \u003ca href=\"http://www.ccsce.com/\">Center for Continuing Study of the California Economy\u003c/a> in Palo Alto.\u003c!--more-->\u003c/p>\n\u003cp>\"This is a really good jobs report,\" says Levy, pointing to big gains in sectors such as manufacturing, construction and professional services.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>\"All high paying, permanent jobs\" he says. There were also increases in part time and temp agency jobs, but not disproportionate to the rest of the economy. And Levy says temp jobs in Silicon Valley are usually a precursor to permanent hires. And although low wage jobs are part of the mix, Levy says they're not a significant part of this recent growth pattern.\u003c/p>\n\n",

The national jobless rate dropped to 8.3 percent from 8.5 percent in December. California’s December Unemployment rate was 11.1 percent. But Kleinhenz says that’s not surprising.\u003c/p>\n\u003cp>\"Our unemployment rate through thick and thin is generally higher than for the nation as a whole,\" he says. \"But we have seen the unemployment rate for the state come down, and it’s probably going to come down at a rate similar to what we see for the nation.\"\u003c/p>\n\u003cp>Kleinhenz says pockets of the state have fared better than others.\u003c/p>\n\u003cp>\"The Bay Area has actually led the state due in part to the tech-based activity here,\" Kleinhenz says.\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

And Kleinhenz says the state’s job gains are on par with national job gains.\u003c/p>\n\u003cp>And they’re apparently good jobs according to Stephen Levy, Director of the \u003ca href=\"http://www.ccsce.com/\">Center for Continuing Study of the California Economy\u003c/a> in Palo Alto.\u003c!--more-->\u003c/p>\n\u003cp>\"This is a really good jobs report,\" says Levy, pointing to big gains in sectors such as manufacturing, construction and professional services.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>\"All high paying, permanent jobs\" he says. There were also increases in part time and temp agency jobs, but not disproportionate to the rest of the economy. And Levy says temp jobs in Silicon Valley are usually a precursor to permanent hires. And although low wage jobs are part of the mix, Levy says they're not a significant part of this recent growth pattern.\u003c/p>\n\n\u003c/div>\u003c/p>",

But talks are still under way over what the company will do to mitigate traffic congestion and other impacts that having 10,000 workers at the site might bring. \u003c/p>\n\u003cp>The company is already touting its aggressive traffic reduction program, which includes incentives for employees to use shuttles, public transit, ride sharing and bicycles to get to work. But talks are still under way over what the company will do to mitigate traffic congestion and other impacts that having 10,000 workers at the site might bring. \u003c/p>\n\u003cp>The company is already touting its aggressive traffic reduction program, which includes incentives for employees to use shuttles, public transit, ride sharing and bicycles to get to work. But at a special \u003ca href=\"http://menlopark.granicus.com/MediaPlayer.php?view_id=2&clip_id=829\" target=\"_blank\">City Council session\u003c/a> Tuesday, Menlo Park council members and the public suggested additional goodies the company might be induced to provide.\u003c/p>\n\u003cp>According to Menlo Park Associate Planner Rachel Grossman, these are some of the top items under discussion: \u003c/p>\n\u003cul>\n\u003cli>An \"in lieu\" fee to offset lost sales tax. Unlike Sun, which generated revenue by selling equipment, which carries a sales tax, Facebook makes most of its money from selling advertising, a service that carries no sales tax.\u003c/li>\n\u003cli> Support for bicycle and pedestrian improvements, such as striping of overpasses and completing gaps in the \u003ca href=\"http://www.baytrail.org/\" target=\"_blank\">Bay Trail\u003c/a>.\u003c/li>\n\u003cli>Providing funding for the maintenance and operation of Flood Park, which was previously maintained by San Mateo County.\u003c/li>\n\u003c/ul>\n\u003cp>Council members said they also want Facebook to help keep low-income residents in Menlo Park and neighboring East Palo Alto from being displaced by its employees.\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

Mayor Chuck Reed had wanted the declaration of a fiscal emergency leading to a special election in March, but he put that on hold after a report last week that \u003ca href=\"http://www.mercurynews.com/bay-area-news/ci_19451203\">lowered the city's original $80 million projected budget shortfall\u003c/a> to $25 million. \u003c/p>\n\u003cp>But the mayor and some city council members still want pension reform to go forward, now calling for his plan to be put on the ballot in June. \u003c/p>\n\u003cp>The unions are not on board. From a Friday \u003ca href=\"http://www.sanjoseinside.com/news/entries/12_02_11_jim_unland_police_officers_association_budget_pension_reform/\">column\u003c/a> on San Jose Inside by Jim Unland, a sergeant in the San Jose Police Department and president of the Police Officers Association:\u003c/p>\n\u003cblockquote>\u003cp>\nWhat San Jose has is not a fiscal emergency but rather a leadership emergency. Mayor Reed’s answer to his numbers being wrong? Well, he still wants to plow ahead with his unlawful pension scheme, which will lead to litigation and hundreds of millions of dollars of risk for the city. Let me be clear, we support lawful pension reform and as a matter of fact, we presented to the city just yesterday a new proposal to roll back pension benefits to 1996 levels for new hires and current police officers and firefighters who opt into this plan...\u003c/p>\n\u003cp>You would have thought that [the reduced budget shortfall] would have been greeted with happiness at City Hall. Instead, the Mercury News reported that the mayor and city manager “greeted the news with skepticism and some dismay.” This is not the news they wanted. This does not bolster their arguments for a fiscal emergency. In fact, the vote for that isn’t going to happen because they at least want to hang onto some shred of credibility.\u003c/p>\n\u003cp>What does still appear to be happening is that the mayor is moving forward with his unlawful ballot measure in June. From a Friday \u003ca href=\"http://www.sanjoseinside.com/news/entries/12_02_11_jim_unland_police_officers_association_budget_pension_reform/\">column\u003c/a> on San Jose Inside by Jim Unland, a sergeant in the San Jose Police Department and president of the Police Officers Association:\u003c/p>\n\u003cblockquote>\u003cp>\nWhat San Jose has is not a fiscal emergency but rather a leadership emergency. Mayor Reed’s answer to his numbers being wrong? Well, he still wants to plow ahead with his unlawful pension scheme, which will lead to litigation and hundreds of millions of dollars of risk for the city. Let me be clear, we support lawful pension reform and as a matter of fact, we presented to the city just yesterday a new proposal to roll back pension benefits to 1996 levels for new hires and current police officers and firefighters who opt into this plan...\u003c/p>\n\u003cp>You would have thought that [the reduced budget shortfall] would have been greeted with happiness at City Hall. Instead, the Mercury News reported that the mayor and city manager “greeted the news with skepticism and some dismay.” This is not the news they wanted.
