"content": "\u003cp>In Los Angeles, coyotes walk the streets of densely-populated neighborhoods. You might wonder, what do these urban canines eat to survive? Biologists have been wondering the same thing. So they’ve recruited volunteers to help them gather coyote droppings.\u003c/p>\n\u003cp>Maybe you’ve seen these wily predators skulking the streets at dusk and dawn. In some parts of the country, including in L.A., the drought has brought them out of the mountains and canyons and onto our blocks in search of food and water.\u003c/p>\n\u003cp>Some think of coyotes as a menace to society. They lie in wait until we take our eyes off our cats and small dogs; then they strike.\u003c/p>\n\u003cp>Others are fans of these wily predators and advocate for their survival. Like Melanie Symonds, who keeps chickens in her backyard.\u003c/p>\n\u003cp>“Chickens are delicious to coyotes and I’ve lost more than I’d like to admit to those that have come through the yard,” Symonds says. “They’ve earned their trickster name, as far as I can say from my own experience.”\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>[soundcloud url=”https://api.soundcloud.com/tracks/295959165″ params=”auto_play=false&hide_related=false&show_comments=true&show_user=true&show_reposts=false&visual=true” width=”100%” height=”450″ iframe=”true” /]\u003c/p>\n\u003cp>Symonds closes up her chicken coop at night and keeps a close watch on the flock. Still, when the occasional hen is lost to a predator, she doesn’t hold it against them. In fact, Symonds believes we should be grateful.\u003c/p>\n\u003cp>“People don’t like to have certain vermin around, rats and mice, and [coyotes] actually do a tremendous job to keep the numbers of rodents in check,” she says.\u003c/p>\n\u003cp>Symonds has spent 18 years as docent at Pasadena’s Eaton Canyon Nature Center. When the National Park Service started recruiting people like her for a study on the diet of coyotes, she jumped at the chance to start collecting coyote droppings — also known as coyote scat.\u003c/p>\n\u003cp>About 30 volunteers gather at the \u003ca href=\"http://debspark.audubon.org/programs/la-urban-coyote-project\">Audubon Center in Debs Park\u003c/a>. They’re huddled around a table, looking at bowls of dried poop: bobcat and coyote.\u003c/p>\n\u003cp>Binta Wold helps run the \u003ca href=\"https://www.nps.gov/samo/learn/news/new-study-la-urban-coyotes.htm\">Urban Coyote Project\u003c/a> for the National Park Service. She says one way to tell the different kinds of scat apart is by the shape. Bobcat poop, for example, is shaped like a ball-and-socket joint.\u003c/p>\n\u003cp>“Often coyote scat has a characteristic twisted appearance. They’re omnivores so they eat a lot of fruits and berries and things like that. And then occasionally also especially in urban environments there’ll be anthropogenic materials, so things like paper towels, food wrappers, barbecue chicken, we saw once, so a great diversity of different foods,” Wold says.\u003c/p>\n\u003cp>Justin Brown, a National Park Service ecologist, says he’s seen people actively feeding wildlife.\u003c/p>\n\u003cp>“I’ve seen several different occasions where they’re putting either food from their lunch out in an area and you can see the coyotes keep coming back,” Brown says. “You see possums, skunks, raccoons, coyotes, all eating from these piles. But then also people are putting plates of dog food out as well.”\u003c/p>\n\u003cp>Actively feeding wildlife is illegal, and animal control is trying to crack down on it. Wold is concerned this behavior could lead to coyotes that aren’t shy about approaching people in the hopes of finding food.\u003c/p>\n\u003cp>“If people do get bitten by coyotes, it’s often because those coyotes had been fed before,” says Wold. “If you want to help wild animals, it’s a good idea to just respect them from a distance, and definitely don’t feed them or leave anything out in your yard that could be a food source for wild animals.”\u003c/p>\n\u003cp>The hope of the Park Service study is to inform residents and elected officials about coyote behavior — dietary and otherwise — when it comes time to make decisions about how to keep them out of urban areas. You know, if they’re not killed by inhumane trapping or illegal hunting or being hit by cars, they’re being poisoned regularly by anticoagulant rodenticides, you know, rat poison. And that’s also what’s killing off our owls, our bobcats, our hawks, our mountain lions,” Feilich says.\u003c/p>\n\u003cp>After the classroom part of the training, the volunteers split off to find coyote scat in parks, cemeteries and golf courses. One group heads to Rio de Los Angeles State Park. Volunteers walk along a dusty trail, stopping every few feet to examine what could be a coyote dropping. Brown wears latex gloves. He scoops the scat into a paper bag and labels it with a marker. But just as often, the samples they find are from dogs.\u003c/p>\n\u003cp>“You’ll see all these little things that are kind of jagged in shape. Sometimes you’ll see little tiny seeds, but they’re usually more uniform in shape. Where, what they’ve been eating all 100 percent of Pedigree or Alpo or something, there’ll be all these little pieces of cracked corn,” Brown said.\u003c/p>\n\u003cp>Brown says they’ll eventually test genetic samples. So finding scat with animal remnants is especially important.\u003c/p>\n\u003cp>“When you go to start actually looking at these scats, one little piece might make a big difference. Especially if there’s a bone, a tooth. Teeth are the most important part. So if you see something that has a tooth in it, make sure you grab that piece,” Brown said.\u003c/p>\n\u003cp>Brown says he was surprised by the level of public interest in the project. He received 180 applications, and picked 30 lucky volunteers for the scat-gathering phase.\u003c/p>\n\u003cp>One of them, Marydee Donnan, can hear coyotes howling near her home at night. She says some neighbors have lost cats — but she’s hesitant to blame the coyotes.\u003c/p>\n\u003cp>“A very small percentage of coyotes’ diets is cat or pet. So, you know, the random cat that goes missing, everybody wants to blame the poor coyote and that’s not fair,” Donnan said. “The more we know about them, the more we might appreciate them as part of our urban environment and our wildlife.”\u003c/p>\n\u003cp>Over the next year and a half, the team of volunteers will continue to fan out to collect poop in 30 Los Angeles locations, from Griffith Park and Beverly Hills to Boyle Heights and Highland Park.\u003c/p>\n\u003cp>Once the scat is collected and dropped off, another team of volunteers will join scientists to dry, sterilize and sort the samples.\u003c/p>\n\u003cp>[ad floatright]\u003c/p>\n\u003cp>The Park Service expects to finish the coyote scat survey by the end of 2018.\u003c/p>\n\n",

They’re omnivores so they eat a lot of fruits and berries and things like that. And then occasionally also especially in urban environments there’ll be anthropogenic materials, so things like paper towels, food wrappers, barbecue chicken, we saw once, so a great diversity of different foods,” Wold says.\u003c/p>\n\u003cp>Justin Brown, a National Park Service ecologist, says he’s seen people actively feeding wildlife.\u003c/p>\n\u003cp>“I’ve seen several different occasions where they’re putting either food from their lunch out in an area and you can see the coyotes keep coming back,” Brown says. “You see possums, skunks, raccoons, coyotes, all eating from these piles. But then also people are putting plates of dog food out as well.”\u003c/p>\n\u003cp>Actively feeding wildlife is illegal, and animal control is trying to crack down on it. Wold is concerned this behavior could lead to coyotes that aren’t shy about approaching people in the hopes of finding food.\u003c/p>\n\u003cp>“If people do get bitten by coyotes, it’s often because those coyotes had been fed before,” says Wold. “If you want to help wild animals, it’s a good idea to just respect them from a distance, and definitely don’t feed them or leave anything out in your yard that could be a food source for wild animals.”\u003c/p>\n\u003cp>The hope of the Park Service study is to inform residents and elected officials about coyote behavior — dietary and otherwise — when it comes time to make decisions about how to keep them out of urban areas. You know, if they’re not killed by inhumane trapping or illegal hunting or being hit by cars, they’re being poisoned regularly by anticoagulant rodenticides, you know, rat poison. And that’s also what’s killing off our owls, our bobcats, our hawks, our mountain lions,” Feilich says.\u003c/p>\n\u003cp>After the classroom part of the training, the volunteers split off to find coyote scat in parks, cemeteries and golf courses. One group heads to Rio de Los Angeles State Park. Volunteers walk along a dusty trail, stopping every few feet to examine what could be a coyote dropping. Brown wears latex gloves. He scoops the scat into a paper bag and labels it with a marker. But just as often, the samples they find are from dogs.\u003c/p>\n\u003cp>“You’ll see all these little things that are kind of jagged in shape. Sometimes you’ll see little tiny seeds, but they’re usually more uniform in shape. Where, what they’ve been eating all 100 percent of Pedigree or Alpo or something, there’ll be all these little pieces of cracked corn,” Brown said.\u003c/p>\n\u003cp>Brown says they’ll eventually test genetic samples. So finding scat with animal remnants is especially important.\u003c/p>\n\u003cp>“When you go to start actually looking at these scats, one little piece might make a big difference. Especially if there’s a bone, a tooth. Teeth are the most important part. So if you see something that has a tooth in it, make sure you grab that piece,” Brown said.\u003c/p>\n\u003cp>Brown says he was surprised by the level of public interest in the project. He received 180 applications, and picked 30 lucky volunteers for the scat-gathering phase.\u003c/p>\n\u003cp>One of them, Marydee Donnan, can hear coyotes howling near her home at night. She says some neighbors have lost cats — but she’s hesitant to blame the coyotes.\u003c/p>\n\u003cp>“A very small percentage of coyotes’ diets is cat or pet. So, you know, the random cat that goes missing, everybody wants to blame the poor coyote and that’s not fair,” Donnan said. “The more we know about them, the more we might appreciate them as part of our urban environment and our wildlife.”\u003c/p>\n\u003cp>Over the next year and a half, the team of volunteers will continue to fan out to collect poop in 30 Los Angeles locations, from Griffith Park and Beverly Hills to Boyle Heights and Highland Park.\u003c/p>\n\u003cp>Once the scat is collected and dropped off, another team of volunteers will join scientists to dry, sterilize and sort the samples.\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

The original post was published on August 1, 2016.\u003c/em>\u003c/p>\n\u003cp>Many national parks were chosen for, and even named after, the country’s iconic natural sights, like sequoia trees, everglades and glaciers. Now, as the climate warms, many of these icons are beginning to disappear.\u003c/p>\n\u003cp>A new \u003ca href=\"https://esajournals.onlinelibrary.wiley.com/doi/epdf/10.1002/ecs2.2763\" target=\"_blank\" rel=\"noopener\">study\u003c/a> on the future of \u003ca href=\"https://www.nps.gov/jotr/index.htm\" target=\"_blank\" rel=\"noopener\">Joshua Tree National Park\u003c/a> finds that the eponymous trees’ survival there depends on how forcefully humans act to restrict carbon pollution. The study from the Center for Conservation Biology and UC Riverside says that with little to no change in carbon emissions, by the end of the century, the trees could die off entirely within the park that bears their name. He’s been trying to predict what will happen to Joshua trees in a warming climate.\u003c/p>\n\u003cp>“The biggest ones over there, those could be anywhere from 150 to 250 years old,” he says, pointing across the dusty valley we’re in, two hours east of Los Angeles. “Not bad for something that’s essentially a giant lily.”\u003c/p>\n\u003cp>A field crew from UC Riverside and the National Park Service has marked several large rectangular plots on the ground, mapping the location and condition of every Joshua tree, as well as every shrub and cactus. It’s part of an annual vegetation survey to document how things are changing.\u003c/p>\n\u003caside class=\"pullquote alignright\">‘You walk to a site where there are some and your spirits lift.’\u003cbr>\n\u003ccite>Kristen Lalumiere, National Park Service Biologist\u003c/cite>\u003c/aside>\n\u003cp>To the untrained eye, the Joshua trees in this valley look big and healthy. But that worries Barrows.\u003c/p>\n\u003cp>“We want to see babies and what we’re not seeing are individual seedlings that are coming up,” he says.\u003c/p>\n\u003cp>The youngest trees around us are 30-to-40 years old, which means seedlings aren’t surviving. The likely culprit, Barrows says, is climate change.\u003c/p>\n\u003cp>Joshua trees already live on the edge, surviving 120-degree summer days and as little as one inch of rain per year.\u003c/p>\n\u003cp>“They’re well adapted to what we have now,” Barrow says. “But you turn up the temperature a couple of degrees and that would be the end of most of these plants.”\u003c/p>\n\u003cp>Adult Joshua trees can withstand punishing desert conditions by storing water in their trunks. The bleak joke is that without Joshua trees, the park would have to change its name. That will likely mean protecting them from wildfires. Joshua trees aren’t adapted to withstand fire and invasive grasses in the park have made it easier for fire to spread.\u003c/p>\n\u003cp>As the climate warms, Joshua trees may be able to shift outside the park’s boundary, where some already exist. In February, President Obama established the Mojave Trails National Monument, protecting 1.6 million acres next to Joshua Tree. Two other national monuments, Sand to Snow and Castle Mountains, were also created nearby.\u003c/p>\n\u003cp>“They connect this landscape to other protected landscapes,” says Barrows. “We’ve created an undistributed, continuous landscape where species can shift and move. The future is much brighter for biodiversity.”\u003c/p>\n\u003cp>Even so, park officials are considering public displays, explaining to visitors that the Joshua trees they see today might one day be gone.\u003c/p>\n\u003cp>\u003cstrong>Evolving Parks\u003c/strong>\u003c/p>\n\u003cp>“We are already seeing the effects of climate change throughout the National Park system,” says Jon Jarvis, director of the National Park Service.\u003c/p>\n\u003cp>There’s a long list of examples. Sea level rise threatens the everglades of Everglades National Park in Florida. Sequoia trees in Sequoia & Kings Canyon National Park face drought stress from a shrinking Sierra snowpack. Until now, the goal has been preserving parks and all the plants and animals in them. Now, maintaining that historic picture probably isn’t possible.\u003c/p>\n\u003cp>“Managing for continuous change? That’s harder to imagine, harder to visualize,” Jarvis says.\u003c/p>\n\u003cp>Connecting the parks to open spaces will be key, so plants and animals have places to move to as the climate changes.\u003c/p>\n\u003cp>The Park Service’s other job will be helping the public understand what’s happening.\u003c/p>\n\u003cp>“These are places that people care about,” says Jarvis. “And maybe it can stimulate their own actions as a result of seeing the effects of climate change in our national parks.”\u003c/p>\n\u003cp>[ad floatright]\u003c/p>\n\u003cp>Jarvis hopes that 100 years from now, visitors will still see Joshua trees in the wild, instead of only in pictures on the park’s welcome sign.\u003c/p>\n\n",

The study from the Center for Conservation Biology and UC Riverside says that with little to no change in carbon emissions, by the end of the century, the trees could die off entirely within the park that bears their name. He’s been trying to predict what will happen to Joshua trees in a warming climate.\u003c/p>\n\u003cp>“The biggest ones over there, those could be anywhere from 150 to 250 years old,” he says, pointing across the dusty valley we’re in, two hours east of Los Angeles. “Not bad for something that’s essentially a giant lily.”\u003c/p>\n\u003cp>A field crew from UC Riverside and the National Park Service has marked several large rectangular plots on the ground, mapping the location and condition of every Joshua tree, as well as every shrub and cactus. It’s part of an annual vegetation survey to document how things are changing.\u003c/p>\n\u003caside class=\"pullquote alignright\">‘You walk to a site where there are some and your spirits lift.’\u003cbr>\n\u003ccite>Kristen Lalumiere, National Park Service Biologist\u003c/cite>\u003c/aside>\n\u003cp>To the untrained eye, the Joshua trees in this valley look big and healthy. But that worries Barrows.\u003c/p>\n\u003cp>“We want to see babies and what we’re not seeing are individual seedlings that are coming up,” he says.\u003c/p>\n\u003cp>The youngest trees around us are 30-to-40 years old, which means seedlings aren’t surviving. The likely culprit, Barrows says, is climate change.\u003c/p>\n\u003cp>Joshua trees already live on the edge, surviving 120-degree summer days and as little as one inch of rain per year.\u003c/p>\n\u003cp>“They’re well adapted to what we have now,” Barrow says. “But you turn up the temperature a couple of degrees and that would be the end of most of these plants.”\u003c/p>\n\u003cp>Adult Joshua trees can withstand punishing desert conditions by storing water in their trunks. The bleak joke is that without Joshua trees, the park would have to change its name. That will likely mean protecting them from wildfires. Joshua trees aren’t adapted to withstand fire and invasive grasses in the park have made it easier for fire to spread.\u003c/p>\n\u003cp>As the climate warms, Joshua trees may be able to shift outside the park’s boundary, where some already exist. In February, President Obama established the Mojave Trails National Monument, protecting 1.6 million acres next to Joshua Tree. Two other national monuments, Sand to Snow and Castle Mountains, were also created nearby.\u003c/p>\n\u003cp>“They connect this landscape to other protected landscapes,” says Barrows. “We’ve created an undistributed, continuous landscape where species can shift and move. The future is much brighter for biodiversity.”\u003c/p>\n\u003cp>Even so, park officials are considering public displays, explaining to visitors that the Joshua trees they see today might one day be gone.\u003c/p>\n\u003cp>\u003cstrong>Evolving Parks\u003c/strong>\u003c/p>\n\u003cp>“We are already seeing the effects of climate change throughout the National Park system,” says Jon Jarvis, director of the National Park Service.\u003c/p>\n\u003cp>There’s a long list of examples. Sea level rise threatens the everglades of Everglades National Park in Florida. Sequoia trees in Sequoia & Kings Canyon National Park face drought stress from a shrinking Sierra snowpack. Until now, the goal has been preserving parks and all the plants and animals in them. Now, maintaining that historic picture probably isn’t possible.\u003c/p>\n\u003cp>“Managing for continuous change? That’s harder to imagine, harder to visualize,” Jarvis says.\u003c/p>\n\u003cp>Connecting the parks to open spaces will be key, so plants and animals have places to move to as the climate changes.\u003c/p>\n\u003cp>The Park Service’s other job will be helping the public understand what’s happening.\u003c/p>\n\u003cp>“These are places that people care about,” says Jarvis. “And maybe it can stimulate their own actions as a result of seeing the effects of climate change in our national parks.”\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

The regulations are the result of a nearly 15-year process with \u003ca href=\"http://ww2.kqed.org/news/2016/02/25/golden-gate-national-recreation-area-dog-rules\" target=\"_blank\">a long and complicated history\u003c/a>. And the debate isn't over yet.\u003c/p>\n\u003cp>How long has this \u003ca href=\"http://www.kqed.org/a/forum/R201602250900\" target=\"_blank\">lively discussion\u003c/a> been going on? Here's what you need to know:\u003c/p>\n\u003ch4>What the New Rules Do\u003c/h4>\n\u003cp>Generally speaking, the National Park Service proposal imposes new limits on where dogs are allowed, both on- and off-leash. \u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Off-leash dogs would be allowed in five locations in the 80,000 acre park, including Fort Funston. The NPS says about one-third of beach mileage would be open to dogs (some off-leash) and about one-third of park trails would be open to on-leash dogs. The area open to off-leash dogs at San Francisco's Crissy Field and Fort Funston would be cut by more than half. In Marin, off-leash access would be limited to a portion of Fort Cronkhite's Rodeo Beach. All picnic and beach areas would include areas where dogs are not allowed. "content": "\u003cp>The \u003ca href=\"http://www.nationalparkservice.org/\" target=\"_blank\">National Park Service\u003c/a> (NPS) has\u003ca href=\"http://www.nps.gov/calltoaction/\" target=\"_blank\"> set a lot of goals for itself\u003c/a>, everything from increasing visitor diversity to improving collaborations with scientists. The latter is the focus of a conference at \u003ca href=\"http://www.parksforscience.berkeley.edu/\" target=\"_blank\">UC Berkeley this week\u003c/a>, which NPS director Jonathan Jarvis is attending. While he's in town, Jarvis stopped by KQED's daily call-in show, \u003cem>\u003ca href=\"http://www.kqed.org/a/forum/R201503261000\" target=\"_blank\">Forum\u003c/a>\u003c/em>.\u003c/p>\n\u003cp>Despite the NPS' focus on the future and the local conference, the topic that most callers wanted to talk about? Dogs. Specifically, \u003ca href=\"http://www.nps.gov/goga/seis.htm\" target=\"_blank\">proposed changes\u003c/a> to the areas dogs can access in the \u003ca href=\"http://www.nps.gov/goga/learn/management/pets.htm\" target=\"_blank\">Golden Gate National Recreation Area. \u003c/a>The changes were first floated in 2011, received more than \u003ca href=\"http://www.nps.gov/goga/seis.htm\" target=\"_blank\">4,500 comments\u003c/a> during the \u003cem>first\u003c/em> comment period, and have yet to become finalized. Here is a sample of the exchanges that took place (and yes, we are refraining from making all kinds of canine-related puns in this blog post):\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Danielle: \"\u003c/strong>How many opposing comments toward the dog plan do you have to receive in order to listen? How many activist groups need to be formed for you to take us seriously? How many signatures on how many petitions need to be signed for you to have confirmation that the public does not support the dog plan? The land you are managing is yours to manage, not to keep from the public. My family needs space. My dog needs space.”\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Guest Host Joshua Johnson\u003c/strong>: \"So. Dogs. What’s going on?\"\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Jonathan Jarvis:\u003c/strong> \"Well, Joshua, the dog issue at Golden Gate is what we would call a hardy perennial in the National Park Service (NPS). There are hardy perennial issues around the system like \u003ca href=\"http://www.nps.gov/yell/planyourvisit/winteruse.htm\" target=\"_blank\">winter use in Yellowstone\u003c/a>, or \u003ca href=\"http://www.nps.gov/caha/planyourvisit/beachactivities.htm#ORV\" target=\"_blank\">[off highway vehicle] use in Cape Hatteras\u003c/a>, or the \u003ca href=\"http://www.evergladesrestoration.gov/index.htm\" target=\"_blank\">restoration of the Everglades\u003c/a>. These are issues that are complicated. There are many opinions on all sides of these issues, and the park service, of course, has to figure the path forward.\"\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp style=\"padding-left: 30px\">In the case of dogs in Golden Gate, dogs off-leash specifically, let me just put some larger perspective on this. There are 407 units to the NPS, and there are quite a few national recreation areas. Most of the NRAs, as we call them. came in (around) the '70s. So you have Grand Canyon, Lake Mead, Cape Hatteras National Seashore, Golden Gate Gateway, a number of these areas. And let me just be very clear about how Congress views these, how the laws are established. The title does not infer any lesser standard of management than a national park. Congress has been very clear about that, about the system, the National Park System, are to be managed to a high standard. So when [GGNRA] was established, there was nothing that said we were to manage Golden Gate any differently than other national park units or other national recreation areas. Golden Gate is the only unit of the NPS that is at all considering any off-leash dog use.\"\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>JJ\u003c/strong>: So this would be out of the question everywhere else.\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Jarvis: \"\u003c/strong>That’s right. We don't even allow dogs on leash in most of the national park units. Your dog stays in the car, or doesn’t come on the trip. But you cannot walk your dog on a leash in Yellowstone, or in \u003ca href=\"http://www.nps.gov/gate/index.htm\" target=\"_blank\">Gateway\u003c/a>, or the Grand Canyon or anywhere else. So, that’s our starting point.\u003c/p>\n\u003cp style=\"padding-left: 30px\">But recognizing that we are in an urban park -- and we do have a pattern of use here in Golden Gate that we need to recognize and honor in some way -- but we need to balance it with natural resource protection, conservation and other uses. There are other people here that want to come visit, whether they are local or from Europe or Japan or China, that don’t necessarily want to have that experience with a dog off leash. So what the park is doing is going through a dog management plan and a draft rule to establish specific areas within Golden Gate National Recreation Area where some off-leash dog use will be allowed.\"\u003c/p>\n\u003cp>Another caller named Sally asked Jarvis a pointed question about the NPS's responsiveness to local interests:\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Sally:\u003c/strong> \"Hi, I’m one of the people from a group called \u003ca href=\"http://www.saveourrecreation.com/\" target=\"_blank\">Save Our Recreation\u003c/a> that was in Washington, D.C., earlier this week talking with members of Congress about the problems we’re having in the Bay Area with the NPS. And one of the things that really surprised me the most about it was that every person we talked to, Democrat or Republican, talked about having problems in dealing with the park service. That basically, they don’t listen to people living around the parks. They take public comment because they’re required to, but just go ahead and do whatever they want. And it was universal. Everybody had this experience, and they said they had calls constantly from people who were complaining about the same things happening. And I was just kind of wondering, Mr. Jarvis, what are you doing to change this culture of inertia, arrogance and unaccountability that seems to permeate the Park Service?\"\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>JJ:\u003c/strong> \"Before you answer, there's also a report from Government Accountability Office about customer service in various parts. It said that the NPS needed work. What kinds of things are you and your team doing to improve these concerns?\"\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Jarvis:\u003c/strong> \"Well, I’m going to just start with just sort of disagreeing with Sally upfront. As I mentioned, the NPS hosted 292 million visitors last year -- that is 30 million more than all of the Disney theme parks, all of baseball, all of football, all of basketball, all of hockey, and all of NASCAR. 30 million more than all of those combined. And when we run our social science surveys, satisfaction is in the 98\u003csup>th\u003c/sup> percentile. So I would say, across America, we're doing a fantastic job in terms of providing a public service. I also testified in front of Congress last week in two different hearings, and it was stated by Republicans that we are the most popular agency in all of federal government and have bipartisan support.\u003c/p>\n\u003cp style=\"padding-left: 30px\">\"What I do want to say about the issue is the question of local communities and their views of the NPS versus the national view. And the NPS has a responsibility to provide these places for all Americans, not just for the local communities. So when we do public meetings, the local communities and local residents have more opportunity to provide comment about how an individual park is managed and what their particular interest may be about access, recreation, or whatever, and then the park service has the responsibility of balancing that with our responsibility to provide these places for all Americans, even if they don't live next door.\u003c/p>\n\u003cp style=\"padding-left: 30px\">\"And that can be interpreted as that we're not listening. But if we were to manage every unit of the NPS solely for the local communities, it would not be a national system, it would be a regional system. That’s what regional parks, city parks, are all about. The latter is the focus of a conference at \u003ca href=\"http://www.parksforscience.berkeley.edu/\" target=\"_blank\">UC Berkeley this week\u003c/a>, which NPS director Jonathan Jarvis is attending. While he's in town, Jarvis stopped by KQED's daily call-in show, \u003cem>\u003ca href=\"http://www.kqed.org/a/forum/R201503261000\" target=\"_blank\">Forum\u003c/a>\u003c/em>.\u003c/p>\n\u003cp>Despite the NPS' focus on the future and the local conference, the topic that most callers wanted to talk about? Dogs. Specifically, \u003ca href=\"http://www.nps.gov/goga/seis.htm\" target=\"_blank\">proposed changes\u003c/a> to the areas dogs can access in the \u003ca href=\"http://www.nps.gov/goga/learn/management/pets.htm\" target=\"_blank\">Golden Gate National Recreation Area. \u003c/a>The changes were first floated in 2011, received more than \u003ca href=\"http://www.nps.gov/goga/seis.htm\" target=\"_blank\">4,500 comments\u003c/a> during the \u003cem>first\u003c/em> comment period, and have yet to become finalized. Here is a sample of the exchanges that took place (and yes, we are refraining from making all kinds of canine-related puns in this blog post):\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Danielle: \"\u003c/strong>How many opposing comments toward the dog plan do you have to receive in order to listen? How many activist groups need to be formed for you to take us seriously? How many signatures on how many petitions need to be signed for you to have confirmation that the public does not support the dog plan? The land you are managing is yours to manage, not to keep from the public. My family needs space. My dog needs space.”\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Guest Host Joshua Johnson\u003c/strong>: \"So. Dogs. What’s going on?\"\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Jonathan Jarvis:\u003c/strong> \"Well, Joshua, the dog issue at Golden Gate is what we would call a hardy perennial in the National Park Service (NPS). There are hardy perennial issues around the system like \u003ca href=\"http://www.nps.gov/yell/planyourvisit/winteruse.htm\" target=\"_blank\">winter use in Yellowstone\u003c/a>, or \u003ca href=\"http://www.nps.gov/caha/planyourvisit/beachactivities.htm#ORV\" target=\"_blank\">[off highway vehicle] use in Cape Hatteras\u003c/a>, or the \u003ca href=\"http://www.evergladesrestoration.gov/index.htm\" target=\"_blank\">restoration of the Everglades\u003c/a>. These are issues that are complicated. There are many opinions on all sides of these issues, and the park service, of course, has to figure the path forward.\"\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

"content": "\u003cdiv class=\"post-body\">\u003cp>\u003c/p>\n\u003cp style=\"padding-left: 30px\">In the case of dogs in Golden Gate, dogs off-leash specifically, let me just put some larger perspective on this. There are 407 units to the NPS, and there are quite a few national recreation areas. Most of the NRAs, as we call them. came in (around) the '70s. So you have Grand Canyon, Lake Mead, Cape Hatteras National Seashore, Golden Gate Gateway, a number of these areas. And let me just be very clear about how Congress views these, how the laws are established. The title does not infer any lesser standard of management than a national park. Congress has been very clear about that, about the system, the National Park System, are to be managed to a high standard. So when [GGNRA] was established, there was nothing that said we were to manage Golden Gate any differently than other national park units or other national recreation areas. Golden Gate is the only unit of the NPS that is at all considering any off-leash dog use.\"\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>JJ\u003c/strong>: So this would be out of the question everywhere else.\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Jarvis: \"\u003c/strong>That’s right. We don't even allow dogs on leash in most of the national park units. Your dog stays in the car, or doesn’t come on the trip. But you cannot walk your dog on a leash in Yellowstone, or in \u003ca href=\"http://www.nps.gov/gate/index.htm\" target=\"_blank\">Gateway\u003c/a>, or the Grand Canyon or anywhere else. So, that’s our starting point.\u003c/p>\n\u003cp style=\"padding-left: 30px\">But recognizing that we are in an urban park -- and we do have a pattern of use here in Golden Gate that we need to recognize and honor in some way -- but we need to balance it with natural resource protection, conservation and other uses. There are other people here that want to come visit, whether they are local or from Europe or Japan or China, that don’t necessarily want to have that experience with a dog off leash. So what the park is doing is going through a dog management plan and a draft rule to establish specific areas within Golden Gate National Recreation Area where some off-leash dog use will be allowed.\"\u003c/p>\n\u003cp>Another caller named Sally asked Jarvis a pointed question about the NPS's responsiveness to local interests:\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Sally:\u003c/strong> \"Hi, I’m one of the people from a group called \u003ca href=\"http://www.saveourrecreation.com/\" target=\"_blank\">Save Our Recreation\u003c/a> that was in Washington, D.C., earlier this week talking with members of Congress about the problems we’re having in the Bay Area with the NPS. And one of the things that really surprised me the most about it was that every person we talked to, Democrat or Republican, talked about having problems in dealing with the park service. That basically, they don’t listen to people living around the parks. They take public comment because they’re required to, but just go ahead and do whatever they want. And it was universal. Everybody had this experience, and they said they had calls constantly from people who were complaining about the same things happening. And I was just kind of wondering, Mr. Jarvis, what are you doing to change this culture of inertia, arrogance and unaccountability that seems to permeate the Park Service?\"\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>JJ:\u003c/strong> \"Before you answer, there's also a report from Government Accountability Office about customer service in various parts. It said that the NPS needed work. What kinds of things are you and your team doing to improve these concerns?\"\u003c/p>\n\u003cp style=\"padding-left: 30px\">\u003cstrong>Jarvis:\u003c/strong> \"Well, I’m going to just start with just sort of disagreeing with Sally upfront. As I mentioned, the NPS hosted 292 million visitors last year -- that is 30 million more than all of the Disney theme parks, all of baseball, all of football, all of basketball, all of hockey, and all of NASCAR. 30 million more than all of those combined. And when we run our social science surveys, satisfaction is in the 98\u003csup>th\u003c/sup> percentile. So I would say, across America, we're doing a fantastic job in terms of providing a public service. I also testified in front of Congress last week in two different hearings, and it was stated by Republicans that we are the most popular agency in all of federal government and have bipartisan support.\u003c/p>\n\u003cp style=\"padding-left: 30px\">\"What I do want to say about the issue is the question of local communities and their views of the NPS versus the national view. And the NPS has a responsibility to provide these places for all Americans, not just for the local communities. So when we do public meetings, the local communities and local residents have more opportunity to provide comment about how an individual park is managed and what their particular interest may be about access, recreation, or whatever, and then the park service has the responsibility of balancing that with our responsibility to provide these places for all Americans, even if they don't live next door.\u003c/p>\n\u003cp style=\"padding-left: 30px\">\"And that can be interpreted as that we're not listening. But if we were to manage every unit of the NPS solely for the local communities, it would not be a national system, it would be a regional system. That’s what regional parks, city parks, are all about. We are a part of a national system that I can’t manage Yellowstone just for the people who live in Cody, nor can we manage Golden Gate just for the people who live in San Francisco.\"\u003c/p>\n\u003cp> You can listen to the entire interview with Jarvis here:\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",
