It would also prohibit turning drones into flying bomb or guns.\u003c/p>\n\u003cp>Jackson says right now drone use is the tech world’s Wild West.\u003c/p>\n\u003cp>\"This is an exciting emerging technology,\" she says. \"But it also is without guidelines, and it presents some serious public safety and privacy concerns as well.\"\u003c/p>\n\u003cp>This is not the first time Jackson has attempted to limit the use of drones. Last year she authored a bill prohibiting them from trespassing over private property.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Jackson's measure was one of several \u003ca href=\"https://www.gov.ca.gov/docs/SB_142_Veto_Message.pdf\" target=\"_blank\">drone-related bills vetoed\u003c/a> by Gov. Ted Gaines. \u003ca href=\"http://www.latimes.com/politics/la-me-pc-gov-brown-vetoes-bills-restricting-hobbyist-drones-at-fires-schools-prisons-20151003-story.html\" target=\"_blank\">Brown also vetoed\u003c/a> several of his drone bills last year, including measures prohibiting drones from being flown above schools and prisons. But Gaines is bringing those measures back. He's also \u003ca href=\"http://gaines.cssrc.us/content/senator-gaines-continues-efforts-carry-common-sense-drone-legislation\" target=\"_blank\">adding four more\u003c/a> into the mix.\u003c/p>\n\u003cp>In the Assembly, Democrat Ed Chau is backing a bill that would require drone owners to come forward if their drones are \u003ca href=\"http://asmdc.org/members/a49/news-room/press-releases/assemblymember-ed-chau-introduces-bill-to-prevent-drone-hit-and-run-accidents\" target=\"_blank\">involved in an accident\u003c/a>. And Democrat Mike Gatto has announced legislation that would require drones to be registered and insured. Drones would also have to meet a certain size requirement, be equipped with GPS monitoring and have automatic shut-off technology.\u003c/p>\n\u003cp>In a statement, Gatto says drones should be regulated like cars.\u003c/p>\n\u003cp>“One could imagine the auto industry balking at the idea of registration requirements at the turn of the century, but the industry survived,” Gatto said. \"As technology evolves, so must our laws in order to protect our citizenry.\"\u003c/p>\n\u003cp>In October, the Los Angeles Times reported there were \u003ca href=\"http://www.latimes.com/business/la-fi-drone-incidents-20151007-story.html\" target=\"_blank\">nearly 200 reports of close encounters\u003c/a> between drones and aircraft in California since April 2014.\u003c/p>\n\u003cp>In December, a California Highway Patrol helicopter tracking a suspected stolen vehicle \u003ca href=\"http://ww2.kqed.org/news/2015/12/07/chp-helicopter-nearly-collides-with-drone-in-east-bay\">almost collided with a drone\u003c/a> hovering above the East Bay city of Martinez.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>The U.S. Forest Service also said drones \u003ca href=\"http://ww2.kqed.org/news/2015/07/20/firefighters-could-destroy-drones-under-proposed-california-law/\" target=\"_blank\">interfered with firefighting aircraft battling California wildfires\u003c/a> last year, prompting U.S. Sen. Jeanne Shaheen of New Hampshire to introduce the \u003ca href=\"http://www.wired.com/2015/10/drones-soon-banned-flying-near-wildfires/\" target=\"_blank\">Wildfire and Emergency Airspace Protection Act\u003c/a>.\u003c/p>\n\n",

"content": "\u003cp>Amazon has released a glimpse of what its much-anticipated drone deliveries could look like, although it warns the service is still very much in a testing phase.\u003c/p>\n\u003cp>A video released over the weekend shows a drone being loaded with a small package on a warehouse conveyor line. It then floats through a suburban neighborhood to a house, hovers over a yard, slowly lowers itself onto a small landing pad and deposits the package, all in about 30 minutes.\u003c/p>\n\u003cp>\"It looks like science fiction, but it's real. One day, seeing Prime Air vehicles will be as normal as seeing mail trucks on the road,\" the company says in \u003ca href=\"http://www.amazon.com/b?node=8037720011\">a news release\u003c/a>.\u003c/p>\n\u003cp>The drones will fly no higher than 400 feet from the ground -- low enough to avoid other aircraft but high enough to bypass traffic-clogged streets. They will be able to carry packages of no more than 5 pounds and travel distances of 10 miles or more, Amazon says.\u003c/p>\n\u003cp>You may recall that in 2013, Amazon released this video of what it envisioned \u003ca href=\"http://www.npr.org/sections/thetwo-way/2013/12/02/248212306/amazons-drone-has-many-asking-what-could-go-wrong\">the delivery drone\u003c/a> might look like:\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>\u003ca href=\"http://www.wired.com/2015/11/amazons-drones-may-be-a-marketing-stunt-but-we-kinda-need-them/\">Wired notes\u003c/a> that while the drone news might be a marketing ploy, the sooner the service launches, the better:\u003c/p>\n\u003cblockquote>\u003cp>\"In the next 30 years, the American population will increase by 70 million, to 390 million people. Thanks in part to all the crap those new people will order from Amazon, freight volume will grow 45 percent, to 29 billion tons a year, \u003ca href=\"https://www.transportation.gov/sites/dot.gov/files/docs/TheBluePaper.pdf\">according to a February report by the DOT\u003c/a>. We are not well equipped for that. Our \u003ca href=\"http://www.wired.com/2015/07/heres-much-citys-crappy-roads-costing-you%E2%80%A8/\">roads and bridges are crumbling\u003c/a>, and \u003ca href=\"http://www.wired.com/2015/07/oh-good-money-fix-roads/\">we're not setting aside the money to fix them\u003c/a>. Trucks, which move nearly 70 percent of American freight, already waste $27 billion a year in time and fuel while stuck in traffic. Those trucks, BTW, aren't going electric anytime soon.\u003c/p>\n\u003cp>\"We need new ways to transport people and the stuff they crave, and drones can help out.\"\u003c/p>\u003c/blockquote>\n\u003cp>Amazon is hardly the only big company looking into drone delivery. In October, \u003ca href=\"https://www.youtube.com/watch?v=YgBGp-VuKro\">a video surfaced\u003c/a> showing a drone developed by Google that can fly 5 miles in five minutes. The Australian drone manufacturer Flirtey recently partnered with NASA \u003ca href=\"http://www.forbes.com/sites/jlim/2015/07/23/flirtey-demos-worlds-first-drone-delivery-tech-in-u-s/\">to deliver medical supplies\u003c/a> to a Virginia airport from its base in Nevada.\u003c/p>\n\u003cp>Still, regular drone deliveries are a long way from becoming reality, Amazon says:\u003c/p>\n\u003cblockquote>\u003cp>\"We are testing many different vehicle designs and delivery mechanisms to discover how best to deliver packages in a variety of environments. We have more than a dozen prototypes that we've developed in our research and development labs. It then floats through a suburban neighborhood to a house, hovers over a yard, slowly lowers itself onto a small landing pad and deposits the package, all in about 30 minutes.\u003c/p>\n\u003cp>\"It looks like science fiction, but it's real. One day, seeing Prime Air vehicles will be as normal as seeing mail trucks on the road,\" the company says in \u003ca href=\"http://www.amazon.com/b?node=8037720011\">a news release\u003c/a>.\u003c/p>\n\u003cp>The drones will fly no higher than 400 feet from the ground -- low enough to avoid other aircraft but high enough to bypass traffic-clogged streets. We are not well equipped for that. Trucks, which move nearly 70 percent of American freight, already waste $27 billion a year in time and fuel while stuck in traffic. Those trucks, BTW, aren't going electric anytime soon.\u003c/p>\n\u003cp>\"We need new ways to transport people and the stuff they crave, and drones can help out.\"\u003c/p>\u003c/blockquote>\n\u003cp>Amazon is hardly the only big company looking into drone delivery. In October, \u003ca href=\"https://www.youtube.com/watch?v=YgBGp-VuKro\">a video surfaced\u003c/a> showing a drone developed by Google that can fly 5 miles in five minutes. The Australian drone manufacturer Flirtey recently partnered with NASA \u003ca href=\"http://www.forbes.com/sites/jlim/2015/07/23/flirtey-demos-worlds-first-drone-delivery-tech-in-u-s/\">to deliver medical supplies\u003c/a> to a Virginia airport from its base in Nevada.\u003c/p>\n\u003cp>Still, regular drone deliveries are a long way from becoming reality, Amazon says:\u003c/p>\n\u003cblockquote>\u003cp>\"We are testing many different vehicle designs and delivery mechanisms to discover how best to deliver packages in a variety of environments. We have more than a dozen prototypes that we've developed in our research and development labs. "content": "\u003cp>California law enforcement agencies are looking to fly drones as an affordable and efficient way to monitor crime scenes, pursue suspects and search for lost hikers.\u003c/p>\n\u003cp>But the capability of the unmanned aircraft to intrude on private spaces and videotape people from afar has raised major red flags among privacy advocates.\u003c/p>\n\u003cp>California lawmakers will try to strike a balance between protecting civil liberties and aiding crime-fighting when the Legislature reconvenes Monday and faces a Sept. 11 deadline to pass several bills related to drones.\u003c/p>\n\u003cp>The consideration comes as the use of drones by law enforcement is in its early stages in the country. The Federal Aviation Administration has greenlighted more than 100 agencies to fly unmanned aircraft, including the Ventura County Sheriff's Office in California.\u003c/p>\n\u003cp>Federal rules focus on air traffic safety, not privacy, prompting some advocates to call on states and courts to fill the gap before drones become widely used, smaller and more advanced.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>\"They have an enormous capacity to intrude upon personal privacy in a way that no technology currently, or in the past, has allowed,\" said Kevin Baker, a lobbyist for the \u003ca href=\"https://www.aclu.org/issues/privacy-technology/surveillance-technologies/domestic-drones\" target=\"_blank\">American Civil Liberties Union\u003c/a>. \"We want to establish a clear set of guidelines up front.\"\u003c/p>\n\u003cp>Assemblyman Bill Quirk, D-Hayward, is \u003ca href=\"http://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201520160AB56\" target=\"_blank\">proposing to set\u003c/a> those guidelines with a bill requiring warrants for surveillance operations over private property. In addition, law enforcement agencies would have to develop privacy policies and abide by standards for storing and deleting footage.\u003c/p>\n\u003cp>The ACLU, however, laments that Assembly Bill 56 doesn't go far enough to restrict surveillance in public places and says it should require local elected bodies to approve use of the technology.\u003c/p>\n\u003cp>Law enforcement groups also criticize the bill, saying it would present practical problems when suspects followed by drones weave through public and private places.\u003c/p>\n\u003cp>\"There's a middle ground that nobody likes,\" Quirk said, stressing that limits must be laid out in law before authorities are able to keep an entire city under surveillance.\u003c/p>\n\u003cp>\"We have to be very careful about something like that,\" he said.\u003c/p>\n\u003cp>Gov. Jerry Brown \u003ca href=\"http://gov.ca.gov/docs/AB_1327_Veto_Message.pdf\" target=\"_blank\">vetoed\u003c/a> legislation last year that would have required a judge's approval for police to conduct some searches with unmanned aircraft, mandating that footage be destroyed after a year. Brown said the measure was too restrictive on law enforcement -- even though 17 other states require warrants.\u003c/p>\n\u003cp>The \u003ca href=\"http://www.californiapolicechiefs.org/index.php?option=com_content&view=article&id=90:areas-of-legislative-interest&catid=20:site-content&Itemid=156\" target=\"_blank\">California Police Chiefs Association\u003c/a> sponsored \u003ca href=\"http://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201520160SB262\" target=\"_blank\">competing drone legislation\u003c/a> with softer requirements for warrants and safeguarding footage. However, Senate Bill 262 by state Sen. Cathleen Galgiani, D-Stockton, failed to get out of a Senate committee.\u003c/p>\n\u003cp>Alameda County Sheriff's Sgt. J.D. Nelson acknowledged that privacy concerns over drones are valid, including worry about the two quadcopters recently purchased by his department. However, other advanced technology has the same potential for abuse -- from computer records to remotely operated bomb squad robots, he said.\u003c/p>\n\u003cp>\"No question, drones evoke a certain reaction,\" Nelson said. \"If you misuse drones, you are going to get lambasted by the public. And you should.\"\u003c/p>\n\u003cp>Authorities say concerns could stem from the use of remotely operated military planes that kill suspected terrorists abroad.\u003c/p>\n\u003cp>\"What sheriffs' departments are using is closer to the guy in the mall flying a little RC 'copter with a Go-Pro camera than a Predator helicopter that's going to be circulating above a city and taking pictures of everyone,\" said Aaron Maguire, a lobbyist for the California State Sheriffs' Association, which supports a ban on armed drones.\u003c/p>\n\u003cp>Alameda County officials say its drones, which cost less than $50,000 each, are an affordable alternative to multimillion-dollar helicopters. The sheriff's office held public meetings before buying the drones and accepted ACLU recommendations in setting policies.\u003c/p>\n\u003cp>The department still needs federal clearance before it can send them on operations.\u003c/p>\n\u003cp>While lawmakers try to pre-empt problems with police drones, they are also dealing with the consequences of drones interfering with firefighting helicopters and other planes, and aiding neighborhood snoops.\u003c/p>\n\u003cp>Sen.
