House Subcommittee Takes Aim at Oil Pipeline Safety After Refugio Spill

The Energy and Power Subcommittee said that the Pipeline and Hazardous Materials Safety Administration failed to implement more than a dozen regulations mandated by federal law, in the wake of a May oil spill north of Santa Barbara. The owner of the pipeline, Plains Pipeline All-American, has been criticized for taking about 90 minutes to alert federal responders instead of the hour limit outlined in federal law.
