It's not often that state officials get to figure out how to spend extra money. But that's exactly what lawmakers will be hearing in Sacramento on Tuesday: ideas on where to put billions of dollars in revenue from California's cap-and-trade climate change program. There are a lot of ideas, but not enough extra cash for all of them.
