This week, three Santa Clara County corrections officers were charged with beating a mentally ill inmate to death. Judge Stephen Manley, who runs the county's Mental Health Treatment Court, talks to Scott Shafer about the need for more training throughout the entire criminal justice system on how to deal with the mentally ill.
Judge Jeremy Fogel
In 2006, Judge Jeremy Fogel ruled that California's lethal injection procedure risked violating the constitution's ban on cruel and unusual punishment. Since that ruling, executions in the state have been put on hold. California corrections officials are now promising to develop a new lethal injection protocol by the end of this year. Fogel, director of the Federal Judicial Center, joins Scott Shafer to talk about the impact of his ruling.
