Fairfield Police Arrest 17-Year-Old Suspected of Mass Shooting at Halloween Store

Fairfield police arrested a 17-year-old on Monday who is suspected of opening fire at a Halloween store, killing a pregnant woman and wounding six other people.
The police would not name the suspect because he is a minor, but said the teen boy was identified by a school resource officer within hours of the attack and arrested at a home in Suisun City.
At a press conference following the arrest, police information officer Michelle Belyea said the suspect entered the Spirit Halloween store at the Solano Town Center in Fairfield at approximately 8:30 Friday night.
“The suspect then produced a firearm and fired multiple rounds at the victim,” Belyea said. “The gunfire struck the victim, as well as six other individuals inside of the store.”
The pregnant woman, identified as Constance Hages, 31, died at the scene. Fairfield Police Chief Dan Marshall declined to say whether Hages was the intended target.
911 began receiving calls about the attack at 8:31 pm, according to police logs.
Belyea said the suspect fled the scene a few minutes later, just as officers arrived.
A school resource officer who reviewed security camera footage from the store recognized the suspect as a former student who’d been convicted of shooting at an occupied car in the parking lot of Fairfield High School on September 16, 2025.
“This event shouldn’t have even occurred,” said Marshall. “California has gotten extremely soft on accountability with youth.”
Marshall said the suspect served a few months in juvenile hall for his 2025 conviction and was released.
“Apparently he was rehabilitated,” Marshall said, “and he’s back out to commit this horrendous crime.”
Marshall said Friday’s mass shooting, on the heels of a deadly shooting at a Fairfield high school graduation earlier this year that killed Jamario Baker, 18, and wounded three others, showed that something needs to change.
Of the six victims who survived Friday’s attack, four were still hospitalized and receiving treatment, police said. A 19-year-old male remained in critical condition, while a 16-year-old male, 23-year-old male, and 32-year-old male were in stable condition.
The suspect could face multiple murder charges for the deaths of Hages and her unborn child, and six charges of attempted murder.
The Solano County district attorney was expected to announce charges Tuesday.
